PROFILE OF DR. EMMANUEL WILLIE
Dr. Emmanuel Willie is a Liberian Pharmacist and the current Deputy Director of Evaluation and Registration, Department of Evaluation & Registration and the former Research Coordinator in the planning and progream department; Liberia Medicines and Health-Product Regulatory Authority (LMHRA). He is also an Expert Working Group Member on Biologicals at the West African Health Organization (WAHO).
Educational Background:
He earned his High school Diploma and WAEC Certificate, from the St. Kizito Catholic High School, Paynesville, Liberia in July 2002.
Upon his graduation from high School, he matriculated at the T.J.R Faulkner College of Science and Technology, University of Liberia in November 2002 and on April 29, 2009, he graduated with a Bachelor of Science (BSc.) degree in Biology Major and Chemistry Minor.
Having the desired to improve his scientific knowledge, he enrolled at the School of Pharmacy, College of Health and Life Sciences, University of Liberia in September 2010 and in December 2015, he graduated with a Bachelor of Pharmacy (BPharm) degree in Pharmacy.
As a requirement in obtaining his license, he completed his one year internship with the Liberia Government Hospital in Buchanan, Grand Bassa County follow by a State Board with the Pharmacy Board of Liberia. He was officially license in January 2017 with the title as Registered Pharmacist (RPh.) with the Pharmacy Board of Liberia
To enhance his academic credentials due to the introduction of a Special Doctor of Pharmacy (PharmD) conversion program introduced by the West African Health Organization (WAHO) with the University of Liberia, he gained admission in the program on March 17, 2021 and on June 2, 2023, he graduated with a Doctor of Pharmacy (PharmD) degree, from the School of Pharmacy, College of Health and Life Sciences, University of Liberia.
Job Experience:
Before joining the LMHRA in 2020, Dr. Willie worked with the World Health Organization (WHO) Liberia Country Office as Logistics Assistant with duty Station at Buchanan Forward Logistics Base (FLB) Buchanan, Grand Bassa County. 2/2015 to 6/2016.
He was responsible to Organized the Reception of Supplies (Infection, Prevention & Control –IPC supplies) at the FLB for use at Health Facilities mainly against Ebola Virus Disease (EVD) in Liberia.
From July 2016-2017, he served as Regional Field Logistics and Administrative Assistant, with the World Health Organization (WHO) Liberia Country Office with duty Station in Grand Bassa County with oversight of Rivercess and Sinoe Counties. He was responsible to maintain logistical support to WHO and County teams for emergency deployments and outbreaks investigations and support the strengthening of health systems in the Counties.
From June 2018 – December 2019, he serves as Regional Immunization Supply Chain Specialist with the World Health Organization (WHO), Liberia. With duty Station in Grand Gedeh County with oversight of River Gee, Mary Land, Grand Kru and Sinoe Counties).
He coordinated with the Counties Regional Cold Stores Officers in distribution planning and rational allocation of vaccines for storage and also support the capacity building of Government and Partners in effective vaccines management
From January 2, 2020- May 24, 2023, he served as Manager- Medicines Research, Records & Data within the Evaluation & Registration & Department of the Liberia Medicines and Health-Product Regulatory Authority (LMHRA). In his capacity as Medicines Research, Records & Data, he was responsible to
Conduct preliminary evaluation/assessment of dossiers
Conduct electronic posting of data from Preliminary Dossier Evaluation into the products matrix (data base).
Along with other assessors, conduct scientific evaluation of Medicines and Health Products dossiers
Update matrix with evaluator’s comments, recommendation and evaluation committee’s decision from the General Dossier Evaluation
Update products registration list with newly registered products
Notify department on expired products registration
Research matrix to verify products registration status before production of permits to import and clear
Generally, provide any information as may be required in relation to registered products
Prepare departmental weekly plan with approval from head of department
Collect daily achievements from all members of the department
Compile and report weekly achievements to head of department
From May 29, 2023 – Present, he serves as the Director for Evaluation & Registration Department of the Liberia Medicines and Health-Product Regulatory Authority (LMHRA).
