Dr. Paul D.Y. Higgins, Sr., is the current Director of Inspection and Post-Market Surveillance at Liberia Medicines & Health Product Regulatory Authority, was Born November 29, 1978, in Buchanan City, Grand Bassa County unto the union of Bishop and Mrs. Jacob Alexander Higgins. Dr. Higgins is married with (5) Children and he is a devoted Christian.
Dr. Higgins obtained his high school diploma from St. Peter’s Lutheran High School in 1999. Later enrolled at the University of Liberia in 2002 and graduated in 2009 with a Bachelor of Science (BSc) in Biology. Upon graduating in 2009, Dr. Higgins again entered the School of Pharmacy, University of Liberia, obtaining a Bachelor of Pharmacy degree (B- Pharm). In 2023, the current LMHRA Inspector General graduated from the School of Pharmacy at the University of Liberia with a Doctor of Pharmacy degree (Pharm D).
From 2009 to 2015, Dr. Higgins taught Biology at the William V.S. Tubman High School (MCSS). After he resigned from William V.S. Tubman High School, the LMHRA Inspector General started his Internship in Clinical Pharmacy at the Redemption Hospital, Bushrod Island. After that, he moved to the John F. Kennedy Hospital where he did his Clerkship again in Clinical Pharmacy from March 11 – July 12, 2013.
From March 2014 – March 2015, Dr. Higgins went on to do his Internship at the Arcelor Mittal Buchanan Hospital as a pharmacist, where he attended several capacity-building workshops, in Ebola prevention and treatment, as well as Workplace Organization and Courageous Leadership trainings.
In May 2015, Dr. Higgins joined the Liberia Medicines and Health Products Regulatory Authority (LMHRA) as a Regulatory Officer and later rose to the position of Manager for Post Market Surveillance, a position he held, until 2024, when he rose to the position of Director of Inspection and Post-Market Surveillance.
Dr. Higgins holds several professional certificates and training that he earned for himself, a Certificate in Public Health Management for African Countries in Beijing, China; a Certificate in Global Regulators Conclave from IPHEX, in Delhi, India; a Certificate in Theoretical and Hands-on Training in Good Manufacturing Practices (GMP), Accra, Ghana; Certificate of Participation in ISO 9001, 2015 Requirements.
Furthermore, Dr. Higgins also has a Certificate of Fellowship in Clinical Trial Regulations from the Regional Centre of Regulatory Excellence (RCORE), Accra, Ghana; a Certificate of Participation in Introductory Discussion to ICH/GCP and GLP, Monrovia, Liberia, and a Certificate of Completion in Good Manufacturing Practices (GMP) Training, Monrovia, Liberia.
